This article includes thoughtful discussions of the nature of evaluation, its purposes, and the different levels of evaluation performed by different schools and districts. The article offers concrete guidelines for improving the evaluation of professional development, and discusses the importance � and the difficulty � of gathering evidence that a staff development program has improved student learning.
